Wholesale internet operators in Poland
Wholesale operators build and maintain network infrastructure they share with retail operators. They do not sell services to end customers directly (except Vectra and Orange, which also operate as retailers). Below the complete list of active wholesalers in Poland with technologies, coverage and retail operators using each network.
Światłowód Inwestycje
Światłowód Inwestycje (ŚI) is a 50/50 joint venture of Orange Polska and APG Asset Management. The largest purely wholesale FTTH operator in Poland. Network based on GPON and XGS-PON, commercially offering speeds up to 8 Gbps symmetric since 2024. Over 50 retail operators use the ŚI network. In December 2025, an agreement was signed to acquire Nexera for 1.5B PLN, post-integration reach will grow to 3.2M households.
Nexera
Nexera is a wholesale FTTH GPON operator, built mainly under the POPC programme. Active in 6 voivodeships, focusing on smaller towns and rural areas. 63 retail operators use the network. In December 2025, Orange/APG signed an acquisition agreement, after integration with Światłowód Inwestycje, combined reach will be 3.2M households.
Polski Światłowód Otwarty
Polski Światłowód Otwarty (PŚO) is a 50/50 joint venture of P4/iliad Group and InfraVia Capital Partners. The largest wholesale reach in Poland. Builds exclusively in XGS-PON standard (up to 8 Gbps symmetric) and systematically upgrades legacy HFC from UPC, migrating 20–35K households monthly to FTTH. Strategic target: over 6M FTTH households by 2028. In 2025, signed agreement to acquire Elsat from Vectra (+2.3M HP infrastructure).
Orange Polska
Orange, besides retail operations, provides its extensive fixed-line network to other operators on a wholesale basis. It has the largest own FTTH network in Poland with XGS-PON links up to 8 Gbps symmetric, plus a legacy xDSL copper network. Co-owner of Światłowód Inwestycje (50%) and the most active partner on ŚI, Nexera, Fiberhost and Tauron networks.
Fiberhost
Fiberhost (formerly INEA) is owned by Macquarie European Infrastructure Fund 5. Pioneer of XGS-PON technology in Poland, launched commercially in October 2018 in Poznań. Offers symmetric speeds up to 10 Gbps. Over 100 retail operators use the network. Present in 8 voivodeships, over 8,000 localities. In October 2025, Macquarie launched a sale process (estimated valuation ~4–4.8B PLN).
Tauron
Tauron is the only energy group in Poland building an open wholesale FTTH network. It leverages synergy with existing energy infrastructure, poles, ducts and substations. Active in Silesian, Lower Silesian and Lesser Poland voivodeships. Nearly 30 operators use the network. KPO projects are adding 24K premises (deadline: June 2026). Strategic target: 200K households.
Vectra
Vectra is a private operator (est. 1991, owner: Tomasz Węgrzyński). Operates ~2M households on own infrastructure (HFC/DOCSIS 3.1 + growing FTTH/XGS-PON segment up to 10 Gbps). Also uses 6 wholesale networks via BSA, reaching ~11M households total. Provides wholesale access to T-Mobile. In 2025, sold Elsat infrastructure (2.3M HP) to PŚO, focusing on its fully-owned network.
